I.  Job Summary  

The purpose of the Commodity and Agricultural Supplies Supervisor’s position is to monitor/inspect the warehouses, distribution centers and provide managerial and supportive supervision to the storekeepers and food distributers. S/he ensures that the food allocations (receipt and distribution) are managed in line with CARE and Donor agreed procedures and policies. S/he also monitors that the allocations received are as per agreements and monitors stock levels in accordance with agreed plans.

II. Responsibilities

Job Responsibility #1 Staff Management (30%)

  •  Supervise the activities of the food distributors and storekeepers based in the woredas FDPS and warehouses
  • Ensure staff APPAs include KPIs which are continuously monitored and measured against progress
  • Ensure that APAAs (annual and semi- annual) are completed in a timely manner and submitted to HR

Job Responsibility #2:  Technical and Logistics Support (35%)

  • Supervise and coordinate daily activities of personnel engaged in the receipt, storage, and issuance of food, agricultural supplies and non-food items
  • Conduct distribution monitoring of Food for Work and humanitarian programs as required following CARE Ethiopia policies of procedures
  • Ensure that the commodity allocations received are per the authorized amount
  • Ensure that the commodity receipt, dispatch, handling and distribution are conducted as per the donor and CARE commodity management policies
  • Ensure that all storekeepers comply with the food, agricultural supplies and non-food inventory procedures
  • Supervise the distribution process to ensure it is handled as per the recommended distribution mechanism and track the distribution using the last mile mobile solution platform (LMMS) or other agreed software
  • Conduct scheduled and ad hoc warehouse visits
  • Analyze and determine minimum and maximum stock levels of food and non-food items considering the warehouse capacity at FDPs in consultation with the area administrator
  • Submit purchase requests and monitor progress to maintain adequate stock levels at all times

Job Responsibility #3:  Planning, Monitoring and Reporting (30%)

  • Ensure that sufficient food stocks are dispatched to the warehouses / FDPs
  • Maintain records of empty containers register and files
  • Reconcile commodity balance with the store records
  • Ensure that distribution/payments are carried out according to plan
  • Perform periodic physical inventories and provide reports to the commodity and logistics officer FO
  • Review weekly, monthly, and quarterly commodity reports from storekeepers and compile by woreda and report to the commodity logistics officer (CLO) FO
  • Review daily, weekly, monthly and quarterly distribution reports from distributers and compile by woreda and report to the (CLO) FO

Job Responsibility #4:  Other (5%)

  •  Perform other duties as assigned

    •  BA degree in supplies management or accounting from Vocational School.

    V. Qualifications

    • 3 years of relevant experience with the first degree.
    • 2 years of relevant experience plus post graduate degree.
    • NGO experience is a plus. Supervisory skill is mandatory

I JOB SUMMARY:

The Project Officer will play a pivotal role in the successful implementation of the AWE Phase II project, focusing on empowering women engaged in early-stage micro and small enterprises. This position involves overseeing a team of 3 staff members and coordinating activities related to capacity-building training, access to financial services, market linkage, business development services, monitoring, and report writing. The Project Officer will provide comprehensive programmatic, logistical, and all-around support to ensure the project’s objectives are met.

The ideal candidate will have a strong educational background, relevant training, and a passion for driving positive change in the lives of women engaged in micro and small enterprises. Excellent organizational and leadership skills, coupled with a deep understanding of gender-related issues, are essential for success in this role.

II RESPONSIBILITIES AND TASKS:

Job Responsibility 1. Planning and Implementation of Activities:

  • Participate in the development of Project detailed implementation plans, ensuring alignment with project goals and timelines.
  • Coordinate and supervise the execution of capacity-building training, financial service access, market linkage, and business development activities.
  • Coordinate the executions of gender and social norm activities and advocacy campaigns
  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement
  • Ensures the project activities are implemented on time and within the budget

  • Provide technical support to project staff, addressing challenges and ensuring the quality and relevance of program activities.
  • Design and implement capacity-building initiatives for both project staff and beneficiaries.

  • Oversee the monitoring and evaluation of project activities, ensuring adherence to established indicators, monitoring and reporting tools/Templates
  • Conduct regular field visits to supervise project implementation and provide guidance to the team.
  • Ensures project learning and lessons are documented through short videos, pictures and success stories
  • Ensure that the progress and quality of program implementation are continually tracked and timely corrective measures are taken

Required:

  • 3- 5 years of relevant experience with first degree and youth Entrepreneurship focused projects in urban settings.
  • Experience working with micro and small enterprises, gender empowerment and financial inclusions

The Empowerment and BDS Provider will play a key role in the AWE Phase II project, focusing on the empowerment of women engaged in micro and small enterprises. She/he is responsible for the actual implementations, and monitoring of project activities on the ground and ensuring qualities and standards.

This position involves implementing targeted strategies for beneficiary selection, delivering business and life skills training, facilitating digital and financial literacy training, supporting Village Savings and Loan Association (VSLA) groups, establishing financial linkages with formal financial and lease institutions, and leading Social Analysis and Action (SAA) and male engagement dialogues. The Empowerment and BDS Provider will also actively engage in coaching and mentoring businesswomen and contribute to regular report writing.

The ideal candidate will possess a solid educational background, experience in business development services, and a commitment to empowering women in micro and small enterprises. Strong communication and facilitation skills, coupled with the ability to engage effectively with diverse stakeholders, are essential for success in this dynamic role. The Empowerment and BDS Provider will contribute significantly to the success of the AWE Phase II project by fostering positive change in the lives of women entrepreneurs.

II RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Facilitate beneficiary targeting and verification.

  • Facilitates and leads beneficiary targeting and verification process with the active participation of the Woreda key stakeholders and community representatives.
  • Ensure that the targeting process is transparent by sharing the targeting criteria, posting the final beneficiary list, and properly handling any complaints.
  • Ensure the final beneficiary list is approved by the relevant government offices.

% of Time:  10%   

Job Responsibility #2:  Facilitate Planning and implementation of project activities.

  • Participate in the development of Project detailed implementation plans, ensuring alignment with project goals and timelines.
  • Develop and deliver impactful business and life skills training programs for project beneficiaries.
  • Conduct training sessions to enhance the digital and financial literacy of project beneficiaries.
  • Organize and provide ongoing support to Village Savings and Loan Association groups, fostering a culture of savings and financial inclusion.
  • Establish and maintain linkages between project beneficiaries and formal financial and lease institutions to enhance access to financial services.
  • Establishes and strengthens Social Action and Analysis (SAA) and leads constructive dialogue sessions.
  • Facilitate business idea competition and monitor and report on the award fund usage.
  • In collaboration with community-based agents mobilize project targets for training, BDS support, saving, and different project activities.
  • Ensures that Advancing Women Enterprise project on-the-ground implementation is guided by CARE’s core programming approaches and principles, and gender equity.
  • Facilitates dissemination of relevant information and ensures that the information is accessed and understood by the project targets.
  • Provide continuous follow-up and technical support to the businesses of target groups.
  • Meets regularly with Woreda stakeholders to discuss project progress updates, exchange information, discuss challenges,and share tasks accordingly.

Job Responsibility #3:  Mentoring and Coaching of Project Clients.  

  • Provide individualized and group coaching and mentoring support to women entrepreneurs, offering guidance on business development and personal growth.
  • Provide individual and group-based business development support.
  • Incorporate the coaching and mentoring support in the regular project reports.

% of Time:  30%

Job Responsibility #4:  Strengthen partnership, institutional linkages, and working relationships.

  • Works closely with relevant government institutions, community-based organizations, and partners to build trust and ensure strong working relationships.

Job Responsibility #5: Reporting and monitoring

  • Conduct regular monitoring visits to the women’s businesses and provide monitoring reports.
  • Prepares weekly, monthly, and quarterly reports on project activities, and submits these to her/his supervisor in the appropriate formats.
  • Undertakes professional development initiatives identified with his/her supervisor.

  • Facilitate documentation of project success stories and lessons learned through short videos, pictures, and case studies.

VI WORKING CONDITIONS:

  • The Empowerment and BDS Provider is expected to be on the field where targets live for about 90% of his/her time. S/he travels long distances on foot (75%) and stands for about 50% of the training session.
